Substation Management Solutions shall be responsible for the following health, safety and environmental matters on site:-
• Maintain, monitor and implement the Construction Phase Health and Environmental Plan, including its development to include emerging issues, in liaison with the Client Project Manager and Client QHS&E Practitioner.
• Managing and Implementing Sensible Monitoring System (SMS)
• Implement, review and update a site Emergency Plan as the need arises. Test the plan periodically and record the test results. Provide the Client a copy of the Emergency Plan.
• Check and test the fire precautions and record the test results.
• Advise the Client QHS&E Practitioner and the Client Project Manager of any hazards, incidents, accidents or near misses.
• Record accidents, hazards, incidents and near misses on the RIVO reporting system and carry out investigations into causes and provide reports to the Client RIVO Incident Reporting System.
• Elevate any safety issues to the Client Project and Safety Management Mangers.
• Provide information to the Engineering Department to enable the project drawings to be updated.
• Ensure the F10 is prominently displayed at all site access / egress points.
• Chair and minute weekly coordination and HS&E meetings. • Coordinate the Clients subcontractor's activities on site.
• Comply and Manage the Clients Safety Rules.
• Liaise with the Client as appropriate.
• Establish and maintain a register of Risk assessments and Method Statements.
• Rigorously review Risk assessments and Method Statements to ensure safe systems of work are both appropriate and effective and hence allow activities to be undertaken safely. Reference should be made to product specialists for technical input as necessary.
• Ensure compliance with Method Statements and communicate the need for amendment where the need arises.
• Receive and record reports and inspections on lifting equipment and accessories, plant and equipment, scaffolding, excavation and contractors training qualifications and competency details.
• Carry out daily HS&E tours and Safety walks.
• Develop traffic management systems and carryout site inspections to verify their suitability and effectiveness, ensuring full compliance by all parties.
• Write a Site Induction – Carry out site inductions and instruction and update the process as the site develops.
• Ensure only authorised persons are permitted on site.
• Review safety inspection records and take necessary actions.
• Ensure regular toolbox talks are carried out and recorded.
• Receive, review and record waste transfer documentation and issue quarterly waste log to the Client.
• Develop the Site Hazards Plan.
• Ensure adequate facilities are on site for the containment of substances hazardous to the environment (e.g. spill kits, drip trays, integral bunded fuel storage facilities etc.)
• Develop the Site Health & Safety documentation for the preparation of the Health & safety File to be submitted to the CDM Coordinator.
• Ensure appropriate levels of supervision are assigned to the number of active work fronts in operation at any given time. • Ensure effective controls are in place so as to prevent any adverse impact to the environment, including the maintenance of an up-to-date Site Waste Management Plan.
• Drawing Management.
• Non Conformance and Technical Query reports.
• Maintain a Site Diary.
• Commission a fire risk report.
• Make sure adequate welfare and site accommodation is provided.
